This article looks at Latgalian from a perspective of a classification of languages. It starts by discussing relevant terms relating to sociolinguistic language types. It argues that Latgalian and its speakers show considerable similarities with many languages in Europe which are considered to be regional languages – hence, also Latgalian should be classified as such. In a second part, the article uses sociolinguistic data to indicate that the perceptions of speakers confirm this classification. Therefore, Latgalian should also officially be treated with the respect that other regional languages in Europe enjoy.

This paper gives an overview of activities which have been carried out in the field of Linguistic Landscapes (LL) at Rēzekne University College (Rēzeknes Augstskola, RA) since 2008. Between 2009 and 2012, LL research was carried out within the framework of one of the work groups of the TILRA project funded by the European Social Funds (ESF). TILRA has had the overarching aim to support research in the humanities which may be helpful for understanding local identity and contribute to the regional development of Latgale. In this light, LL research has proven to be of high value for triggering effects in education at all levels, academic research and for enhancing discussions within politics and regional development.

This paper reports on an ongoing international project of compiling a freely accessible online Dictionary of German Loans in Polish Dialects. The dictionary will be the first comprehensive lexicographic compendium of its kind, serving as a complement to existing resources on German lexical loans in the literary or standard language. The empirical results obtained in the project will shed new light on the distribution of German loanwords among different dialects, also in comparison to the well-documented situation in written Polish. The dictionary will have a strong focus on the dialectal distribution of Polish dialectal variants for a given German etymon, accessible through interactive cartographic representations and corresponding search options. The editorial process is realized with dedicated collaborative web tools. The new resource will be published as an integrated part of an online information system for German lexical borrowings in other languages, the Lehnwortportal Deutsch, and is therefore highly cross-linked with other loanword dictionaries on Polish as well as Slavic and further European languages.

A detailed account of our research has been published in English in the “Regional Dossier Series” of the Mercator Centre. We provide an overview of where the Latgalian language is today present in education, and conclude with an outlook into the future and some suggestions for the use of our results. In our paper we stress that both educational efforts, research and motivation campaigns are needed — for which educational staff, researchers, language policy makers, local authorities, and active organizations and individuals have to cooperate. As a major aim, Latgalian would strongly need support through additional presence in the prestigious domains of language use in society. This is in particular important since some of our informants stressed that they have rather negative expectations for the future — according to some Latgalian ...

This paper focuses on a key contradiction in nineteenth century nationalist ideology, namely the opposition between the emphasis on the sacred status of the mother tongue, on the one hand, and the use of universal mandatory schooling as a means of homogenization, on the other. The influential philologist Jacob Grimm insisted that only people whose mother tongue was German counted as members of the German nation; the mother tongue was the key criterion of authentic belonging. Yet Grimm also realized that mandatory schooling imposed a uniform language across a wide territory, wiping out local dialects and effectively giving shape to a more linguistically unified people. He thus witnessed how modern mass instruction forged a more standardized culture at the expense of the more natural-seeming transmission of language within families. In Grimm's writings on education, the valorization of the mother is continually disturbed by the presence of a surrogate figure, the school teacher.
