    The Early Political Writings of the German Romantics contains all the essential political writings of Friedrich Schlegel, Schleiermacher and Novalis during the formative period of romantic thought (1797 to 1803). While the political thought of the German romantics has been generally recognised as important, it has been little studied, and most of the texts have been until now unavailable in English. The early romantics had an ambition still relevant to contemporary political thought: how to find a middle path between conservatism and liberalism, between an ethic of community and the freedom of the individual. Frederick C. Beiser's edition comprises all kinds of texts relevant for understanding the political ideas of the early romantic circles in Berlin and Jena - essays, lectures, aphorisms, chapters from books, and jottings from notebooks. All have been translated anew, many for the first time

    This is an accessible 1996 study of the plays of Kleist (1777–1811), who ranks with Goethe and Schiller amongst nineteenth-century authors and who has been a major influence on contemporary German writers. Seán Allan examines Kleist's critique of the aspirations of both Enlightenment and Romantic metaphysics, notably his suggestion that the pursuit of 'transcendent' ideals of perfection constitutes a formidable obstacle to genuine progress in human affairs. In so doing, he offers resolutions of a number of long-running controversies in Kleist criticism, as well as summarizing the state of research on all the plays. The book includes discussion of two plays usually neglected by scholars - Das Käthchen von Heilbronn and Die Hermannsschlacht. All quotations are given in both German and English and full references are given to published English translations of Kleist's works as well as to the German originals Chronology of Kleist's life and works. 1.     This is a fully edited translation of a series of essays by the great Swedish dramatist August Strindberg. The essays, edited and translated by Michael Robinson, have been selected for the light they shed, both directly and indirectly, on Strindberg's contribution to the European theatre, firstly in such masterpieces of psychological realism as The Father and Miss Julie, and subsequently in those works, including A Dream Play and The Ghost Sonata, with which he largely established a basis for theatrical modernism.     Because German literary criticism tends to be strongly historicist in character, modern and postmodern German narrative has remained relatively unexplored by poststructuralist critics. In the eight individual analyses of twentieth-century German texts that make up this book, Patrick O'Neill deviates from the theoretical mainstream. O'Neill applies the principles of structuralist and poststructuralist narratology to a selection of narratives from both modernist and postmodernist German authors: Mann, Kafka, and Hesse, and Canetti, Grass, Johnson, Handke, and Bernhard.O'Neill's approach rests on three assumptions: first, that all stories are stories told in particular ways; second, that these particular ways of telling stories are interesting objects of study in and for themselves; and third, that modern German fiction includes a number of narratives that allow us to indulge that interest in ways that are themselves compelling. The relationship of story and discourse is central to Acts of Narrative; in particular, each of the texts under analysis continually foregrounds the active role of the reader, which O'Neill sees as an inescapable feature of modern and postmodern narrative as a semiotic structure. The volume might be described as an exercise in semiotic narratology, exploring a variety of aspects of the semiotics of narrative as a discursive system.Acts of Narrative provides a fresh and challenging approach to German literary texts that will interest both those whose concern is narrative theory and critical practice and those who study modern and postmodern German or comparative literature.

    Main description: This volume presents a study of the phenomenon of dialect levelling, the process of the reduction of structural variation. The investigation focuses on an originally rural Limburg dialect of Dutch. The approach is basically quantitatively sociolinguistic, although methods and insights from historical linguistics, dialectology as well as (linear and non-linear) phonological theory also play an important role. After a discussion of the findings, the outlines are sketched of a theory of dialect levelling. The possibilities as well as some of the problems are discussed of an integration of the study of language variation and change on the one hand and formal linguistic theory on the other.

    The volume contains a series of workshops designed to introduce readers to the process of formulating a hypothetical macroeconomic and structural adjustment program, which is a central element in the financial programmiing courses offered by the IMF Institute. In addition to elaborating key concepts for the four major sectoral accounts, the workshops are designed to help readers develop step-by-step a reference scenario for Sri Lanka based on the assumption that policies will remain unchanged during the selected program year of 1991. Based on the diagnosis of financial and structural imbalances that emerge from the reference scenario, readers can then elaborate a program scenario for 1991 and the medium term, focusing principally on the macroeconomic aspects of a financial program, but also identifying the main elements of structural reform The data used in the workshops have been drawn from official sources and the IMF's data banks such as International Financial Statistics; in some instances, the presentation has been adapted to facilitate exposition

    Over the last two decades, there has been a market and persistent increase in unemployment in many Western European countries. Joblessness has risen with every cyclical downturn, but has failed to decline back to its prerecession levels during the subsequent economic recoveries, leading to a gradual ratcheting up of the unemployment rate. The high unemployment that now prevails is most of Western Europe has many costs: forgone output, loss of human capital, and a heavy burden on the public finances. From the perspective of the IMF, another important concern would be that a failure to solve the problems in European labor markets might eventually undermine the present commitment to sound monetary and fiscal policies. While a return to the more active macroeconomic policies of the past would be met with no enduring success in reducing unemployment, it would significantly increase economic and financial instability The studies in this volume attempt to advance the understanding of the relationship between economic policies and the dynamics of unemployment in five large European countries within a common methodological framework, in the hope of contributing to the design of policies aimed at durably reducing unemployment. While the studies generally confirm earlier findings of a link between unemployment and policies that increase labor market often rigidities and blunt incentives, they also highlight the fact that the labor market often responds to changes in policies with a surprisingly long lag. Thus, both the detrimental effects of increasing labor market rigidities, and the beneficial effects of reducing them, typically take a considerable time to make themselves felt. We believe that in the public debate on policies to reduce unemployment, a greater awareness of these lags would help to shift the focus away from "quick fixes" and toward a more patient and steady approach to implementing labor market reforms

    Whether it comes by air, by land, or by water, pollution has long plagued the American city. And for just as long, the question of how to deal with urban wastes has taxed the minds of scientists, engineers, and public officials - and the pocketbooks of ordinary citizens. For more than twenty years, Joel A. Tarr has written about the issues of urban pollution. In this collection of his essays, Professor Tarr surveys what technology has done to, and for, the environment of the American city since 1850. In studies ranging from the horse to the railroad, from infrastructure development to industrial and domestic pollution, from the Hudson River to the smokestacks of Pittsburgh, his constant theme is the tension between the production of wastes and the attempts to dispose of them or control them with minimal costs. Japan is now the biggest donor of Official Development Assistance (ODA) throughout the world. This study takes a new approach to this subject by focusing on the procedures, methodologies and business mechanisms at the implementation level that influence the process of policy-making in Tokyo. It is also the first study to explore the process of receiving aid, arguing that many of the recipient countries exert considerable influence over the distribution of Japanese foreign aid
