    Concerning the bill, "An act for vesting in James Rumsay [i.e., Rumsey], Esquire, the exclusive privilege of making, using and vending divers engines, machines and devices by him invented or improved, for a term of years." Fitch believed this bill to be in violation of his legal rights as granted by a law passed in March, 1787, and of the power of Congress "to promote the progress of science and useful arts" as delegated in the eighth section of the Constitution
