    During the transition in Central and Eastern Europe and the ensuing process of privatization, housing became the major financial asset of households. However, in most cases, privatization took place in the absence of effective legislative and institutional framework, functioning land administration, and taxation systems. In addition, a well working housing system did not exist. This guide's aim is to provide a comprehensive overview of the actions central and local authorities should take in the area of legislation, institutional set-up, and public awareness-creation to address the challenge of condominium management.
